underage drinking

A piece on the thames valey police website say that an operation took place last friday to combat underage drinking and some pubs failed. To be honest i find this very stange that two of the pubs which passed with flying colours are owned by the council and oh what a suprise the operation was helped by the council and the police. Where they tipped off by any chance ??????????????.
